If you are planning to submit a collaborative proposal, please note that the process differs depending on if GT/GTRI is the lead. One question that often comes up regarding collaborative proposals is when we can submit. Please note that whether we are the lead or not, AS LONG AS THE PROPOSALS ARE LINKED, the order in which the proposals are submitted does not matter. Often times, we run too close to the deadline because we’ve been told that we cannot submit until the lead submits or vice versa. Proposals have been unnecessarily held up because of this. As long as the proposals are all submitted by the deadline and they are linked (and all parts are compliant with the NSF Grant Proposal Guide 14-1) then they will be accepted.
Additionally, since the new Grant Proposal Guide was released, there has been a change on the Cover Sheet.
Please make sure you pay attention to this portion of the proposals whether you have a collaborative proposal or not. You must check this box accordingly.

I’m submitting a collaborative proposal in which another university is the lead. What should I do?
You will need to provide the lead university with your Temporary Proposal Number and the PIN. From your “Proposal Actions” page, you should highlight the proposal and select “PIN”. As the non-lead university, you will only be required to prepare and submit the Cover Sheet, Biosketches, Budget/Justification, Current and Pending Support Forms, and Facilities, Equipment, and Other Resources. The lead university is responsible for the other sections.
Establishing a proposal PIN:
1. Access the Proposal Actions screen (see Steps 1 through 4 of Create a New Proposal, Edit a Proposal, or Create a New Proposal from a Template).
2. In the Temporary Proposals in Progress list, highlight the proposal that you want to assign a PIN to.
3. Click the Proposal PIN button. The Proposal PIN Control screen displays for that proposal.
4. Type the PIN in the boxes provided.
5. Click the OK button. The PIN Changed for Proposal screen displays.
6. Click the OK button. The Proposal Actions screen displays.
I’m submitting a collaborative proposal and Georgia Tech is the lead. What should I do?
You will need to link the other proposal(s) to your proposal. Each university participating in the submission should provide you with their Temporary Proposal Number and their PIN. Within your proposal, you will select “Link Collaborative Proposals” and provide this information to link. As the lead university, you will be required to prepare and submit the Cover Sheet, Project Summary, Project Description, References, Biosketches, Budget/Justification, Current and pending Support Forms, Facilities, Equipment, and Other Resources, Mentoring Plan for Postdocs (where applicable), Data Management Plan, Supplementary Documents (where applicable) and Single-Copy Documents (where applicable). Always be sure to check the solicitation for specific document requirements. It’s also a good idea to check that your non-lead collaborators’ proposal sections are also compliant with the Grant Proposal Guide.
Linking Collaborative Proposal (when GT/GTRI is the LEAD):
1. Access the Form Preparation screen (see Create a New Proposal, Edit a Proposal, or Create a New Proposal from a Template).
2. Click the Go button for Link Collaborative Proposals. The Link Collaborative Temporary Proposals screen displays.
3. In the Enter the TPI of a Proposal to Link box, type the Temporary Proposal ID (TPI) of the temporary proposal to link.
4. In the Enter the PIN of a Proposal to Link box, type the PIN, which is provided by the PI for the collaborating proposal, of the collaborating temporary proposal to link.
5. Click the Add Collaborative TPI to Proposal button. A screen displays with a message for you to confirm that you want to link the proposals.
6. Click the Yes button. The Temp. Proposal Added screen displays with a message that the proposal is now linked.
7. Click the OK button. The Link Collaborative Temporary Proposals screen displays with the linked proposal now in a list of linked temporary proposals at the bottom of the screen. You now have the option to delete the link between the proposals.
