When you receive an award from the NSF, you should see something like the below embedded in the award letter:
“This grant is awarded pursuant to the authority of the National Science Foundation Act of 1950, as amended (42 U.S.C. 1861-75) and is subject to Research Terms and Conditions (RTC, dated June 2011) and the NSF RTC Agency-Specific Requirements (dated March 7, 2014) are available at http://www.nsf.gov/awards/managing/rtc.jsp.”
It’s important for you to be familiar with these Research Terms and Conditions and the Grant Conditions because it is your responsibility to adhere to them as a recipient of an NSF grant. Among these conditions, there are expectations that you will either notify or request approval from the NSF prior to the action. Those are summarized below.
Award Functions that Require NSF *notification* (via Fastlane)
· Grantee Approved NCE (at least 10 days before award end date)
· Anticipated residual funds in excess of $5,000 or 5%
· Short-term absence of the PI/PD (up to 3 months)
· Significant changes/delays or events of unusual interest
· Significant changes in methods/procedures
· Conflicts of interest
Award Functions that Require NSF *approval* (via Fastlane)
· NSF approved NCE (at least 45 days before award end date)
· Withdrawal of PI/Co-PI
· Long-term absence of PI/PD (more than 3 months or 25% reduction in effort)
· Pre-award costs in excess of 90 days
· Reallocation of funds budgets for Participant or Trainee Support costs
· Rearrangement/alteration $25,000 or over
· Changes in objective or scope
· Addition of a subaward
· Significant Change in Person-months devoted to project
· Change PI and Add/Change Co-PI
· PI Transfer
